
About IIPC
Federal Public Utility

On May 26th of 1998 It was published in the Official Diary of the Union the may 25th decree in which IIPC was designated as a federal public utility as a result of a process that started in 1996.
This title means the recognition of the Brazilian Government to the work of the institution as being useful, valuable and important to the collectivity and community. The title has its validation in all the Brazilian territory due to its federal range.
Criteria to obtain the title:
To obtain the title of public utility the following demands are necessary:
a. To act in the educational areas or scientific research, culture, philanthropy and social assistance in any of their forms.
b. to be established in the country under civil society model, association or foundation by private initiative and to be working continuously for the last 3 years after the request of the public utility with the exact accomplishment of the statute.
c. to not remunerate directors and to not have as main goal the distribution of profits, bonus or advantages of any kind, not even to founders or partners under any circumstances.
d. in case of extinction, patrimonial destination to a similar institution
e. its directors must have good manners certificate and proven morality
The accomplishment of all the necessary demands contributed to obtain the title for IIPC. However the main factor was to pay disinterested attention to the community through free-of-charge public events in the Educational Centers with a great number of participants. Thus It became evident the valuable contribution of Projectiology and Conscientiology to the community.
Other determinant factors to gain the title:
a. scholarship in the regular courses.
b. assistential services.
Continuity of the title
The continuity of the title of federal public utility depends on the proof of the social goal activities to the Brazilian Ministry of Justice with a big predominance of gratuitousness and generality of the services. In practical terms IIPC must present every year until April 30th the information relating all the services done in the previous year proving all the cash inflow and outflow in that period.
All the information referred to 2004 has already been delivered to the Ministry of Justice assuring the title of federal public utility until April 30th of 2006.
Benefits of the title:
- The title is recognition at federal level in Brazil and in the highest levels of hierarchy and jurisdictional power of the country about the work developed by IIPC for society benefit.
- This recognition represents a status symbol to the society and it gives credibility to the work. Nowadays the improvement of the social responsibility is noticed which shows a bigger concern with activities directed to the welfare and development of the society through social projects.
- There is a big appreciation of the institutions that are engaged to proactive participation in the society improvement through social assistance actions, education, research, health, environment, etc.
- In the private sector there are possibilities of obtaining support, financial help and/or institutional help, without tax benefits, nowadays with many donation restrictions to federal public utility institutions. Due to philosophical and/or commercial reasons, the current entrepreneur or business person prefers to support a public utility institution instead of other that does not have such title.
- Those that somehow are not engaged to social responsibility will be by degrees excluded of the social relations and institutional cooperation.
- In the range of the public sector this title gives to the institution the opportunity to receive governmental subsidy (public donation). There are rules in the federal states and cities that generates direct benefits to federal public utility institutions.
- El 26 de mayo de 1998, fue publicado en el Diario Oficial de la Unión (D.O.U) el Decreto del 25 de mayo, a través del cual el IIPC fue reconocido como una institución de Utilidad Pública Federal, resultado de un proceso iniciado en el año 1996.
Este título significa el reconocimiento del Gobierno Federal Brasileño al trabajo de la institución como útil, valioso e importante para la colectividad y sociedad. Por ser de ámbito federal, el título es válido en todo el territorio nacional.
